    Description
This report examines the issues returning citizens and Philadelphians in general confront when they interact with the Philadelphia Traffic Division of the Municipal Court. This report identifies five key solutions that would improve the Traffic Division experience for returning citizens. It also summarizes miscellaneous solutions that are more costly or less feasible than the five key recommendations.
